Miss Wiggins is a graduate of the University of Virginia with a Bachelor of Science degree in Engineering Science (Engineering Society member) and a Masters in Communication from the American University. Miss Wiggins is a career executive in the field of forensic science and biometric systems. She began her career training with the Federal Bureau of Investigations (FBI) in the forensic discipline of Firearms Identification. Her professional career from firearms examiner to supervisory and executive management service has spanned 25 years with the Metropolitan Police Department, where she was in charge of the forensic firearm and latent fingerprint disciplines, biometric facial recognition and fingerprint identification systems, the District of Columbia Automated Fingerprint Identification System (AFIS) server, and operations for criminal and civilian fingerprint processing. She has trained with and been trained by the FBI, the Bureau of Alcohol, Tobacco and Firearms, the Forensic Science Initiative, and the Police Executive Research Forum (PERF). She has several certificates in training from the American Society of Crime Laboratory Directors Laboratory Accreditation Board in ISO 17025 standards. Miss Wiggins is recognized in the District of Columbia and US Federal Courts as an expert in the field of forensic firearms and has provided expert testimony on behalf of the United States Attorney and Public Defender Service for the District of Columbia. Throughout her career, Miss Wiggins has received numerous awards and commendations to include recognition as the MPD Civilian Employee of the Year in 2009 and 2010.
